| Members of the Commission and all other persons
assisting the Commission in a Fact-Finding mandate are under an
obligation, during and after their terms of office, to keep secret
the facts or information of which they have become aware during
the discharge of their functions. The procedure provides that the
Commission submits a report on the findings to the parties. This
report is treated strictly confidential unless all parties to the
conflict decide otherwise.
Subject to the obligation of confidentiality, the
Commission shall issue, whenever it considers it useful, a general
report on its activities to the governments of the High Contracting
Parties to the Geneva Conventions. Such a report has been written
by the President in the view of the diplomatic reunion of the States
having recognized the competence of the Commission, in 1996,
2001 and 2006. Furthermore, the Commission publishes reports
on internal training exercises and on its participation
as an observer in international meetings.
