Michel Gottret, Coordination Manager
Michel Gottret has been serving as coordination manager of the IHFFC since October 2016.
He is a retired former Swiss Ambassador (since 2014), who was Head of Mission in various countries such as Algeria, Mauritania, Kuwait, Bahrain, Qatar, Libya (reopening of the embassy after Kadhafi's fall), Palestina. He was previously Deputy Chief of Mission at the Swiss Embassy in Paris.
During his career within the Federal Department of Foreign Affairs (FDFA), he dealt with matters related to bilateral and multilateral economic affairs at the Swiss Embassy in Washington ; from the headquarter in Berne, he was member of the Swiss Delegation to the intergovernmental megascience organizations (CERN, ESA, ESO, etc…), as well as, in the mid eighties, dealing with the internatinal disarmament affairs.
Since retirement, Michel Gottret carried out a one year and a half special mandate for the Human Security Division of FDFA, regarding the negotiation of a founding document and an operational framework for GAAMAC (Global Action Against Mass Atrocity Crimes), in view of the second GAAMAC Conference, which took place in Manila in February 2016.
Born in 1949, he graduated with a master of science in physics at the Swiss Federal Institute of Technology in Zürich.
James D. Fry, Temporary Legal Officer
James Fry has served as a legal officer of the International Humanitarian Fact-Finding Commission since June 2016.
His primary appointments are as an Associate Professor of Law at the University of Hong Kong and a Visiting Associate Professor of International Law at the Fletcher School of Law and Diplomacy.
His teaching and research interests include international humanitarian law, international criminal law, human rights, rule of law, comparative constitutional law, and international organizations. In addition to serving as a member of the teaching faculty of the Graduate Institute of International and Development Studies (IHEID) in Geneva, his prior employment was with the U.S. Department of State's Office of the Legal Adviser, the International Litigation and Arbitration Group of the law firm Skadden, Arps, Slate, Meagher & Flom LLP in New York and the Chief Judge of the New York Court of Appeals.
Professor Fry also has provided legal counsel and expertise to various international organizations and institutions throughout the world, including the Independent Commission Against Corruption, the International Committee for the Red Cross, the International Organization for Migration, the Organization for the Prohibition of Chemical Weapons, the United Nations Conference on Trade and Development, the World Meteorological Organization and the World Trade Organization.
