As part of the ICRC’s Global IHL Initiative, participating States called, where circumstances permit, for the use of existing neutral and independent mechanisms, such as the International Humanitarian Fact-Finding Commission (IHFFC).
This recommendation was developed in the framework of Workstream 5 on achieving meaningful protection for hospitals in armed conflict.
The IHFFC may be requested to document alleged violations of international humanitarian law and present its findings to the parties concerned, or to use its good offices to facilitate the restoration of an attitude of respect for IHL.
The inclusion of the IHFFC in the recommendations of the Global IHL Initiative underscores the importance of making effective use of the Commission to promote respect for international humanitarian law.
